What is MBJ

Departmental Council (MBJ) is a two-way medium, where the employees were given channel to communicate with the Management in voicing opinions, views and contribute thoughtful ideas for the betterment of the organization.

 

MBJ Establishment

All government agencies are directly involved in administration, human resources management and financial affairs and also have the power to consider and make decisions on matters that are required to establish MBJ. For the purpose of forming the MBJ, the draft constitution has been agreed by the Management and employees need to be formulated in advance and shall be submitted to PSD for approval.

 

Completed & Functions MBJ

The scope, terms and functions of MBJ are heavy emphasis on the interests of employees in an organization. In addition aims to overcome the problems faced by the workers, it can also serve as a forum for discussion between management and employees. MBJ indirectly active which able to inculcate work among employees to be more dedicated and productive.

 

Things That Can Be Discussed In The MBJ

Things can be discussed is covering all matters relating to working conditions except government policy affecting or personal matters. However, the policy issues can be discussed in order to explain its implementation only.

 


Among the things that can be discussed at the forum include the issue of allowances and facilities, finance, services, Scheme of Service and Personnel, Welfare, Administrative and Other Matters.

Council Member

1. The Joint Council for the Department of National Heritage Department (hereinafter referred to as 'the Council') shall consist of thirty-two (32) members including the Chairman, Vice Chairman, Secretaries consisting of twelve (12) members appointed by the Chief Director (hereinafter referred to as 'the Officer') and twenty (20) members elected by the staff of the National Heritage Department to represent workers on the National Heritage Department (hereinafter referred to as 'the workers').

Labour party

 

1. The members of the Workers Party shall be composed of employees of the National Heritage Department and was appointed by the employees serving in the National Heritage Department. Rules for the election of members of the Employees shall be in accordance with regulations to be provided initially by the Committee set up by the employees of the National Heritage Department and approved by the Director General in his letter of appointment.


2. Election of members of the Employees shall follow the rules below:
a. Members of the Employees can consist of various service schemes that exist in the National Heritage Department as an Administrative and Diplomatic Service (M), Law and Justice (L) Engineering (J), Administration and Support (N), Finance (W) Social (S), Talent and Art (B), information Systems (F) and skills Service (H)


b. Membership is divided like the following categories:
i. Group I (Grade 41-48) - 6 members
ii. Group II (Grades 27-40) - 6 members
iii. Group III (Grades 1-26) - 8 members

c. Selection of the Chairman and Secretary of the Workers Party will be made at the first meeting to be called by the Secretary of the officer.


3. Availability occurring in the membership of the workers will be filled by candidates from among employees who are appointed by the group concerned.


4. The members of the Workers Party will hold office for a period of two (2) years from the date of their appointment and they will continue to hold office until the members who will take over has been appointed or any of the foregoing.

 

Officers Council

 

1. Officers Council is composed of the Chairman, Vice Chairman and Joint Secretary. Vice-Chairman shall consist of members elected and became the Chairman of the Workers' Party. Party Secretary and Secretary of the Labour Officer to the Joint Secretary of the Council.


Purpose

1. The purpose of the Council is to obtain the widest area of extensive cooperation between the officials and the employees of the National Heritage Department in matters relating to the smooth working and welfare of the workers concerned, to establish machinery for dealing with matters concerning the terms Terms work and generally to collect various ideas from employees with the official representatives of the Department of National Heritage.


Field & Functions


1. Scope and functions of the Council shall be confined to matters falling within the jurisdiction of the Council which are the following:


a. Will discuss and decide on matters concerning the working conditions that are associated with the administration concerned unless all matters pertaining to individual workers;


b. enable staff to participate and be responsible for matters concerning their work and comply with the conditions under which their tasks are carried out;


c. encourage employees through taking part in discussions to gain more knowledge about the administration of various departments; and


d. provide facilities to improve travel and office organization and provision for receiving suggestions and recommendations from the staff regarding the above.

 

Meetings

1. The ordinary meetings of the Council shall be held at least three (3) months, ie four (4) times a year. The first meeting should be held before or on March 31, both before or on 30 June, before the third or fourth on 30 September and on or prior to December 31.


2. The quorum for meetings of the Council shall be not less than 50% of six (6) members of the Officers and 50% of ten (10) members of the Workers Party.


3. The agenda for meetings of the Council shall be prepared by the Joint Secretary and sent to the respective Parties shall not be less than seven (7) days before the meeting date. Things that are not included in the agenda may be discussed only with the permission of the Chairman and Vice Chairman.


4. Special Meeting of Council be held on the request of the Chairman or the Vice Chairman if required. The meeting date should be agreed upon by officials of the Council. Matters to be discussed at the meeting shall be limited to the matters specified in the notice calling the meeting.


5. If the Chairman is unable to preside at any meeting of the Council, the members of the next senior officer can preside over council meetings with the permission of the Chairman. In any case, the Vice-Chairman shall not preside at any meeting of the Council.


6. The minutes shall be signed by the Secretary MBJ Officer and Secretary of the Workers Party.

 

Decision

1. All decisions of the Council shall be reached by agreement between the two parties.

2. Decisions taken if there is no contact with other departments and did not quarrel with the Government's policy will be maintained or implemented directly by the Department of National Heritage. For decisions related to the policy of the Government or with other departments it will be referred to the Ministry of Information, Communications and Culture, Public Service Department, or to the departments concerned before being implemented.

 

Amendments to the Constitution

1. The Constitutional Council may be amended at any meeting of the Council with the approval of not less than 50% of the employee and 50% of the employees. Notice of amendments shall be distributed to the Council members at least one month prior to the meeting date. All amendments to the constitution that was approved by the Council shall be submitted to the Remuneration Division, Public Service Department for approval.


2. Public Service Department as policymakers can determine the best method to resolve any differences of opinions and conflicts between the officers and the employees regarding the drafting and amendment of the constitution of the Council. All decisions made by the Department of Public Service is the ultimate parallel with power provided for in paragraph 13 of Circular No. 2 of 1992.
